The Chinese Room Argument is a thought-experiment and argument that was first published in a 1980 article by American philosopher John Searle. Searle imagines himself alone in a room following a computer program for responding to Chinese characters slipped under the door. Searle does not understand a word of Chinese, but he has memorized a long list of formal rules for manipulating Chinese symbols. Suppose, Searle imagines, that his responses are so appropriate that a Chinese speaker outside the room is fooled into thinking that he (Searle) really understands Chinese. Does Searle understand Chinese? Searle’s answer is “no”; and, he argues, by the same token, no computer that manipulates symbols according to formal rules can understand anything either.

The standard way of formulating Searle’s argument uses the notion of a “formal system.” A formal system is a set of rules for manipulating symbols. The symbols can be anything, letters of an alphabet, for example, or marks on paper, or Chinese characters. The rules can be as simple as the rules of arithmetic, or as complex as the rules for playing chess. Formal systems have been studied intensively by mathematicians and logicians since the 19th century, and Searle’s argument can be seen as an application of ideas from that area of research.

The Chinese Room argument has been the subject of a great deal of debate among philosophers, cognitive scientists, and artificial intelligence researchers. Some see it as refuting the possibility of artificial intelligence; others see it as based on a misunderstanding of the aims of Artificial Intelligence research.

It is premise (1) that Searle must defend, and it is on this premise that the Chinese Room argument has been most widely criticized.
